In order to examine the market, Zhang Wensheng often goes to the 4S store to turn around. He catches the special attention when he catches the customer to change the gearbox. When most customers choose the latter between remanufacturing products and new products, he always shakes his head helplessly. "In developed countries in the United States in the 1980s, 'replacement with old ones' was more popular. And China's remanufacturing industry has been proposed for about ten years, and there has been no clear policy." He believes that China is currently scrapping cars. With strict control, the processing channels of the old engines are also relatively simple, which is unfavorable to the development of the remanufacturing industry. At the same time, due to the current management regulations, the “five major assemblies” of the “old-for-new” industries urgently needed must be sold to the steel enterprises. As a raw material for production, remanufacturing companies are still "lack of food and drink".
Remanufacturing does not mean renovation
Auto Parts remanufacturing refers to the mass production process that uses the old means to carry out special repairs to restore the original quality and performance of the original new parts.
“Is the remanufactured product a refurbished product?” For this consumer’s very concerned issue, Xianglong Borui’s deputy general manager Yang Xiaodi took the reporter into the gearbox remanufacturing workshop.
This production line is the first automatic transmission remanufacturing production line in Beijing established by the Borui Yanmei technical team in 2013. The first remanufactured automatic transmissions were successfully launched at the end of the year. A shifting gearbox was quietly lying in the warehouse. "We have different types of gearboxes sent to all parts of the country every day. The annual production capacity is close to 2,000 units, and the current sales volume accounts for less than half of the production capacity." .
After the waste car gearbox was sent to this "hospital", how did it complete the reborn? Borui Yanmei produces remanufactured products in a multi-station line, and remanufactures the automatic transmission through eight processes: “disassembly-cleaning-inspection-repair-replacement-assembly-test-packaging”.
“This process is not a general refurbishment, but a re-manufacturing of the product according to a strict production process.” Yang Xiaodi introduced the disassembly process of the eight major processes as an example: the technicians disassembled the gearbox assembly to a minimum indecomposable state. The purpose is to thoroughly remove the gearbox parts for subsequent cleaning and inspection processes, while fully exposing the parts defects and facilitating the inspection of spare parts. The process is quite strict.

Can save energy by 60% and reduce emissions by 80%

However, the number of remanufacturing in China is much lower than this. For example, the remanufacturing of the gearbox assembly is almost zero.
In August 2013, the National Development and Reform Commission, the Ministry of Finance, the Ministry of Industry and Information Technology, the Ministry of Commerce, and the five ministries and commissions of the General Administration of Quality Supervision, Inspection and Quarantine jointly issued the Notice on the Implementation of the Pilot Implementation Plan for the Replacement of Remanufactured Products by Older and Re-manufactured Products. Work indicates that the company will take the lead in remanufacturing products such as automobile engines and gearboxes as pilot projects in the year, and gradually expand the scope of the pilot according to the implementation situation.
Remanufacturing is green manufacturing: the annual re-manufacturing of the world's materials is 14 million tons, saving the energy equivalent to the annual power generation of eight medium-sized nuclear power plants. In some countries where the automobile industry is developed, the remanufacturing industry is an active green industry. It can not only receive policy support from relevant departments, but also receive certain financial support.
According to Yang Xiaodi, in the automotive aftermarket in the United States, gearbox remanufacturing products account for about 90% of the market. Compared with re-engineering new products, remanufacturing can save 60% energy and reduce air pollutant emissions by 80%. If the production of 10,000 remanufactured engines, the added value of recycling will be close to 360 million yuan, which can save 14.5 million kWh and reduce carbon dioxide emissions by 600 tons.
Customers have concerns about remanufactured products
In order to promote this green process of remanufacturing products, relevant departments continue to introduce incentive policies.
At the end of last year, the National Development and Reform Commission issued a notice requesting that the quality of products should be promoted to meet the standards of new prototypes. The performance test report issued by a third-party testing agency that obtained the qualification (CMA) according to law, the warranty period promised in the product certificate is not lower than Prototype new product; promote the replacement price for the product after deducting the residual value of the old piece, not exceeding 60% of the prototype new product, that is, the company's highest sales limit price.
Zhang Wensheng explained that the current remanufactured products on the market are not less than 95% of the functional quality of the new products, but the determination of most consumers to buy will still be shaken. Even the customer service in the 4S store will tell the truth: "This gearbox is not new, but it is based on the old gearbox and is manufactured through complex processes, but it has the same performance and safety as the new product. The same quality assurance." Ultimately, customers will still choose to give up. In Borui Yanmei, the cost of remanufacturing a gearbox is only 30% to 50% of the new product, and the service life of the gearbox is roughly equivalent to 70% of the new product. Despite this fact, in the market, the recognition of remanufacturing has always been low.
Jia Xinguang, a senior automotive industry expert, told reporters that one of the flaws in remanufacturing products is the high-tech production process and high-level quality performance, and the huge dislocation between consumers and traditional perceptions of remanufacturing. “The key to the re-manufacturing of major auto parts in China is whether the supervision is effective.” He said that in the developed countries of European and American automotive technology, the auto parts recycling and remanufacturing model has been operating smoothly for decades, thanks to supervision. The department strictly approves automobile recycling and production enterprises. In foreign countries, automobile manufacturers are responsible for the recycling of their brands of scrapped cars and parts, and there are smooth recycling channels. In addition, the scrapped car disintegration plant is the source of the remanufacturing chain, and its recycling qualifications should be strictly examined and approved.
Remanufacturing enterprise gap
According to statistics, at the end of 2014, China's automobile ownership reached 147 million vehicles, and it is expected to exceed 200 million vehicles by 2020. The number of scrapped cars per year is conservatively counted at more than 5 million vehicles. It can be said that the source of domestic automobile remanufacturing raw materials is very abundant. However, in sharp contrast, the recycling volume of many remanufacturing enterprises can not meet the limited production capacity.
In this regard, some industry insiders believe that on the one hand, due to the lack of systematic and reasonable recycling system, huge remanufacturing resources are scattered everywhere, and recycling is very difficult. "China has more than 500 automobile recycling and dismantling enterprises. The formal recycling channels account for about 30% of the total scrapped amount. The remaining scrapped cars are sold to remote areas for overtime service, or dismantled by illegal means, resulting in waste of resources, environmental pollution and safety. Hidden dangers. In fact, in this "five major assemblies", there are still many high-value-added products that can be reused after remanufacturing, but all of them are used as scrap metal to be melted. This is a great waste of resources, objectively. This has caused the lack of old sources of domestic remanufacturing enterprises.
