The “Twelfth Five-Year Development Plan for Chemical Industry in Shandong Province” (hereinafter referred to as the “Planning”) has now been completed and will be issued by the Shandong Economic and Credit Commission for implementation throughout the province. “Planning” proposes that by 2015, the industry’s main business income will reach RMB 2,700 billion, with an average annual increase of 12%; profits and taxes will reach RMB 320 billion, with an average annual increase of 10%; and profits will be RMB 170 billion, with an average annual increase of 10%. Among them, the chemical industry (excluding crude oil exploration) completed sales revenue of 252 billion yuan, an average annual increase of 12%; profits and taxes to achieve 220 billion yuan, an average annual increase of 10%; to achieve a profit of 130 billion yuan, an average annual increase of 10%.
The "plan" was prepared by the Shandong Petrochemical Industry Association. According to Qiao Faxing, director of the Planning and Development Department of the Association, "Planning" further clarified the guiding ideology, principles and objectives, development priorities and strategic measures for the development of Shandong Chemical Industry during the "Twelfth Five-Year Plan", and made Shandong a province with a large chemical province and a strong chemical industry. According to the “Planning” and the “Twelfth Five-Year Plan” period, Shandong Chemical Industry must accelerate the transition from the development of basic chemical raw materials to the development of high-tech chemical products, from large-scale development of primary chemical products to the development of high-value-added high-end chemical products, from extensive Production will shift from resource saving to environment-friendly; adjustments will be made to the optimization of industrial layout, business organization, industry and products, and raw material structure to create a modern industrial system.
“Planning” put forward four key points of structural adjustment: First, adjust and optimize the industrial layout structure and build “five clusters in one zone and four zones”. The second is to adjust and optimize the organizational structure of enterprises, cultivate a group of modern large-scale enterprise groups with international competitiveness, expand a group of new material industrial enterprise groups with growth potential, and develop a group of small and medium-sized enterprises with professional support and deep processing. The third is to adjust and optimize the industrial and product structure, gradually reduce the proportion of traditional industries in the industrial structure, increase the refining and chemical integration petrochemical industry and imports of low-carbon raw materials for deep processing of the Lingang Petrochemical industry, deep processing of the modern coal chemical industry, fine The proportion of chemical and strategic emerging industries; In the product structure, the traditional products will be refined and enhanced, and the development of product chain extension and differentiated products and high-performance, high-quality products, low-consumption and low-pollution and other environmentally friendly products will be accelerated. Plastics, high-performance fibers, synthetic rubber, fluorosilicone materials, polyurethane, high-performance tires and other high-end products. The fourth is to adjust and optimize the structure of raw materials.
