The report put forward the implementation plan and steps of the industrial energy management project and provided guidance for governments and enterprises in various countries to implement energy management.

According to Chen Dongmei, chief representative of China for the Institute of Industrial Productivity, the Chinese government is currently actively promoting the establishment of an energy management system in the industrial sector. In 2009, it issued a national standard for “Energy Management System Requirements” and launched energy management in Shandong and other places. With the pilot application of the system, the CNCA also launched a pilot project for the certification of energy management systems. The National Development and Reform Commission and other 12 departments jointly issued the "10,000 Implementation Plan for Energy-saving and Low-carbon Actions" at the end of last year, and it is clear that Wanjia's key energy-using enterprises have established and improved an energy management system. This is China's large-scale and systematic implementation of the energy management system. An important sign.

Chen Dongmei stated that the establishment of an energy management system is an effective way to promote energy conservation and continuously improve energy performance of enterprises. However, she also believes that implementation and application at the enterprise level are closely related to the promotion and support of government-related policy measures. The practices and experiences of countries such as Ireland, Sweden, Denmark and Australia have demonstrated that the degree of market promotion of energy management systems is directly related to the government's support. To this end, the Institute of Industrial Productivity suggests that the government be able to design and implement effective industrial energy management projects and promote the application of energy management systems through various incentive policies, supporting measures, and guidance tools.
