First, the responsibilities and obligations of the manufacturers should be clarified. According to the foreign automobile recycling system, automotive companies must consider the recycling of materials from the design and production stages, and the recycling rate should reach more than 85%, and be responsible for the normal operation of the entire recycling system. Europe also requires manufacturers to be responsible for the recovery of vehicles. Expenses are used, while Japan requires consumers to pay for some recycling costs. The European Union has already certified the availability and recyclability of vehicles. In the recycling of yellow-label vehicles, manufacturers should assume certain responsibilities.

Another problem that Huang Biao is not able to scrap is that the price of recycling is too low. In some places, it is about 1,000 yuan per vehicle, which is not as good as scrap steel prices. The remanufacturing of auto parts should be encouraged to increase the revenue of the dismantling plant. According to foreign standards, normal scrapping (or scrapping of car accidents) is free of charge, and retirement can be renewed in advance to obtain a certain amount of subsidies. In the future, some domestic cities may require old cars to be sold or scrapped only to the outside world to replace new ones. Under the new situation where environmental assessments are implemented across the country, the circulation of yellow-label cars has become more and more difficult, and only the roads that are scrapped ahead of time have been eliminated. A long-term policy should be studied on the scrapping of yellow-label vehicles.
