ã€ç« å】 Chapter 1 General
The first is to strengthen the safety management of motor vehicles within the enterprise (hereinafter referred to as the factory), improve the safety and technical status of motor vehicles in the factory, and ensure the safety of operations. These regulations are formulated in accordance with the relevant provisions of the Labor Law of the People's Republic of China.
Article 2 The term “motor vehicle†as used in these Regulations refers to a motor vehicle that is driven and operated within the scope of the enterprise (including production areas and construction sites such as docks and freight yards).

Article 19 The braking distance, the deviation of the vehicle, and the performance requirements of the parking brake shall comply with the relevant standards and regulations.
Article 20 Vehicle lighting and indicator lights shall be installed firmly, fully and effectively. The bulb must have a protective device that must not be loose, damaged, failed, or altered in direction due to vehicle vibration. Article 25 The leaf springs of vehicles shall not have cracks, fragments and missing pieces, and the center bolts and U-bolts shall be fastened.
Article 26 The shock absorber shall work normally. The frame shall not be deformed, rusted or bent, and the bolts and rivets shall not be missing or loose. The front and rear axles must not be deformed or cracked.
Article 27 The clutch of the vehicle shall be smoothly connected and completely separated, and there shall be no abnormal noise, jitter and slippage. Pedal force and free travel should comply with relevant standards and regulations and the relevant technical conditions of the vehicle.
Article 28 The transmission shall be free of cracks, the shifting gears shall be flexible and light, the self-locking and interlocking shall be reliable, and the shifting lever shall be free from deformation.
Article 29 The universal joint of the transmission shaft shall be free of cracks and deformations, and the lock shall be complete and reliable; the transmission shall be stable, and no vibration or abnormal noise will occur during operation.
Article 30 The technical condition of the cab shall ensure that the driver has normal working conditions.
Article 31 The vehicle cab must have a good line of sight, and the windshield glass must not use plexiglass or ordinary glass. Rear view mirrors and wipers must be installed.
Article 32 The fuel tank and fuel pipeline shall be sturdy and protected to prevent damage and oil leakage due to vibration and shock. The position of the fuel tank and the exhaust pipe should be more than 300mm apart or an effective heat insulation device should be provided. The fuel tank should be more than 200mm away from bare electrical connectors and electrical switches.
Article 33 For special vehicles that transport flammable or explosive materials, fire-fighting equipment and corresponding safety measures must be used. The exhaust pipe should be installed in front of the vehicle and a grounding chain should be installed at the rear. The body should be sprayed with the words “No Fireworks†or signs.
Article 34 Vehicles entering the operation of inflammable and explosive places must have explosion-proof measures.
Article 35 Safety protection devices shall be installed in the middle of the trailer and semi-trailer.
Article 36 Motor vehicles of various types of factories shall also comply with their unique safety conditions and requirements.

Article 37 An enterprise shall strengthen the safety management of motor vehicles in the factory and ensure the safe operation of motor vehicles within the factory.
Article 38 An enterprise shall establish and improve the rules and regulations for the safety management of motor vehicles in the factory and implement them conscientiously.
Article 39 Motor vehicles in the factory shall establish safety technology management files one by one, including:
1. Technical documents and product certification issued by the vehicle;
2. Use, maintenance, repair and self-test records;
3. Safety technical inspection report;
4. Vehicle accident record.
Article 40 The labor administrative departments at all levels shall be responsible for the safety supervision and inspection of motor vehicles in the factory.
Article 41 The motor vehicles in the factory that are in use, newly added and modified shall be registered by the vehicle unit to the labor administrative department of the locality to establish a vehicle file. After the safety administrative inspection of the vehicle by the labor administrative department, the license is issued. be usable.
Article 42 The license plate for motor vehicles in the factory shall be uniformly designed and supervised by the Ministry of Labor.
Article 43 When the motorized vehicle in the factory encounters any circumstances such as transfer, modification or scrapping, it shall promptly go to the labor administrative department of the locality to go through the registration formalities.
Article 44 Motor vehicle drivers in the factory are special operations personnel, and the labor administrative departments at or above the municipal level shall organize assessment and issue certificates.

Article 45 The enterprise shall conduct annual, quarterly, monthly and daily inspections of motor vehicles in the factory.
Article 46 The labor administrative department shall conduct an annual inspection of the motor vehicles in the factory on the basis of the enterprise self-inspection. Vehicles that fail to pass the inspection shall be rectified by the labor administrative department within a time limit and re-examined.
Article 47 After the repair and modification of motor vehicles in the factory, they must apply to the local labor administrative department for inspection.
Article 48 If the unit under inspection has objection to the inspection result, it may apply for reconsideration from the labor administrative department at the next higher level.
Article 49 Personnel engaged in the safety technical inspection of motor vehicles in the factory must obtain the inspector's certificate after being trained and qualified by the labor administrative department at or above the provincial level, before they can engage in inspection work.

Article 54 These Provisions shall come into force as of the date of promulgation.
